Man wanted by Police of Lipetsk oblast, Russia, detained at Aparan passport office

A few days ago Arsen H., DOB 1977, was detained at Aparan passport office following special measures taken by officers from Aparan police division and Aparan passport office. The detainee had been wanted by Police of Lipetsk oblast, Russia, charged with theft since August 7, 2014.
