The Police of the Republic of Armenia considers it necessary to emphasize that it has strictly complied with its own obligation to support the freedom of peaceful assembly within the limits of its competencies. The Police of the Republic of Armenia will hence continue this kind of activities, which is determined by the content of Law. On the other hand, the meetings organized by  ex-presidential candidate Raffi Hovhannisyan are becoming stronger in their illegal tendency, including the tendency to initiate actions provided by the Criminal Code of the Republic of Armenia, in case of carrying out of which the peaceful nature of assembly depending on the course of development of situation will become partially or completely meaningless. In such circumstances, the police will have to take up its other duties provided by Law. Thus, according to paragraph 3 of the part 1   of the Article 32 of RA Law "On Freedom of Assembly", those who flagrantly violate the normal course of peaceful meeting must be dispersed from the venue of assembly by the police,  if otherwise it is impossible to provide the peaceful course of assembly. It's obvious that if the assembly organizers or separate participants, “assuming the powers of the President in an alternative way”, try to initiate concrete actions carrying out powers vested to the President of the Republic of Armenia by Article 55 of Constitution or take other actions deriving from those powers then Police will have to disperse from the assembly venue the publicly dangerous perpetrators of such acts and if it is not possible due to large numbers of participants which approve or join such actions then the Police of the Republic of Armenia should terminate the assembly according to part 1 of Article 33 of RA Law on "On Freedom of Assembly"  because  it can not block disproportionate restriction of public interests otherwise.    
Besides this, the Police of the Republic of Armenia is authorized to announce that in case a march is organised within the frame of the assembly to be held on 9th of April, the Police will steadily adhere to the Decree N 70 on strict observance of limitations during marches which was adopted by the authorized body on 4th of April, 2013.
Therefore, in order to avoid inevitable and appropriate intervention of the Police and possible clashes, Police of the Republic of Armenia calls to the organizers of the assembly and the participants for complete observance of the demands of the decision of the authorized body.
The Police of the Republic of Armenia consider it necessary to once more emphasize that its support for assemblies will continue only until the assembly maintains its peaceful nature and its holding does not disproportionately limit the constitutional rights of others or  public interests and during the meeting illegal,  especially publicly dangerous activities or the immediate threat to peaceful assembly, can significantly reduce the possibility of maintaining the guarantee enshrined in the law.
Police of the Republic of Armenia realizes its high responsibility of supporting the normal conduct of peaceful assemblies. But this responsibility must also be taken by the organizers and the participants of these assemblies in their part implementing their responsibilities defined by the law. Otherwise, despite all the efforts shown by the Police of the Republic of Armenia and the peaceful intentions of the majority of the participants of the assembly, any authority to support such assemblies would be meaningless in practice .
