STATEMENT OF POLICE OF THE REPUBLIC OF ARMENIA
We would hereby like to inform you that the Mayor of the city of Yerevan has applied time limits to the Assemblies scheduled to take place from February 26 to March 25, 2016 on Yerevan's Freedom Square. In particular, the notices of intention to hold Assemblies on Freedom square in Yerevan after 10 p.m. have not been taken into consideration.
The legitimacy of the positions taken in the decision of the Mayor of the city of Yerevan has been verified by the Judicial act adopted in connection with the administrative case number AC/0791/05/16 considered in the RA Administrative Court, which has already entered into force.
Police has already made a statement that several cases of violating law have been registered at the asesembly venue in the night time, including cases involving minors.
Besides, in the course of the assemblies scheduled to be conducted during evening hours, involving about 2000 participants as stated in the notifications, there will inevitably arise a necessity to enforce the restriction envisaged by article 29 of the Republic of Armenia law “On freedom of Assemblies”: “Assemblies, conducted in areas adjacent to residential buildings, hospitals, boarding schools and buildings, and other buildings for night lodging, between 10 pm and 8 am shall not be accompanied with noise or light signals , that may disturb the rest of people”.
We kindly ask our citizens to respect the requirements of administrative and judicial acts, to remain indifferent to specific persons' calls for disobedience.
We would like to remind you that such calls are specific forms of advocacy of law violation and will surely have legal consequences.
Within the scope of its powers Police will ensure the realization of citizen’s right to express their opinion in terms specified in the decision of the Mayor of the City of Yerevan.
Meanwhile, in case of each offence Police will react in a manner appropriate to the socially dangerous nature including the organized use of coercion.
