Deputy Minister of Internal Affairs Arpine Sargsyan States That the Community Police Should Be Distinguished by Its Multi-Functionality and Pro-Community Activities

On March 29th, a multi-stakeholder discussion titled "Strengthening the Community Police in Armenia" was held in Yerevan, with Deputy Minister of Internal Affairs Arpine Sargsyan in attendance. The event was jointly organized by the Ministry of Internal Affairs and the OSCE with funding from the European Union and focused on the main directions of strategy development for the community police in Armenia.
In his opening remarks, Deputy Minister Sargsyan highlighted the importance of community police in the framework of police-community communication, and mentioned that the sector has been a key focus of police reform efforts. He added that the community police should be distinguished by its multi-functionality and pro-community activities, and that a package of legislative projects aimed at providing a multifunctional toolkit for the community police will be put up for public discussion in the near future.
The event presented and discussed the "Development of Community Police in Armenia" report prepared by OSCE experts, which summarized the best international experience and domestic practices in the field and presented proposals for further reforms. The report covered topics such as strategic planning, resource management, scope of authority and evaluation system, cooperation with the community, and training in the field of community policing.
During the meeting, expert Susanna Naltakyan spoke about the principles of community-oriented police organization and development in Armenia, emphasizing the need for a strategic vision. OSCE expert William Braim presented the internationally accepted multi-functional police model and referred to the relevant experience of Great Britain, Sweden, and Canada in the field of community police structure, functions, and employee training.
The experts responded positively to the multi-functional community police approach proposed by the Ministry of Internal Affairs, taking into account international trends. The participants of the meeting also emphasized the importance of trainings for improving the community police and developing the skills of the officers.
The event was organized within the framework of the "Accountable Institutions and Human Rights Protection in Armenia" program, implemented jointly with the United Nations Development Program, UNICEF, the United Nations Population Fund, and the OSCE. It was a multi-stakeholder discussion attended by the management staff of different divisions of the RA Ministry of Internal Affairs, representatives of the European Union, OSCE, "INL" and "ICITAP" partners, as well as other sector specialists.
