Police officers solve corruption offences committed several months ago

In the course of preparation of materials, undertaken on the basis of information received by the Department for Combating Corruption and Economic offences of the General Department of Criminal Police, cases of damage to the state in the amount of about 11 million AMD were revealed due to abuse by officials of the “Landscape gardening and Environmental Protection” Community Non-Profit Organization of the municipality of Yerevan.
In particular, in March of this year, as a result of a tender for the purchase of lease of machines and mechanisms for the needs of the above-mentioned NPO for organizing spring pruning of trees in Yerevan within the framework of a contract signed on March 18 between the NPO and a limited liability company for 9 million 500 thousand AMD, 703 hours of service by trucks and 552 hours of aerial platforms were actually provided by the contractor. The director of the LLC, with the intention to fraudulently steal property on a large scale, issued invoices for the amount of services rendered within 976 hours by trucks and 909 hours by aerial platforms, that is, a total of 631 hours more than was actually provided, and the NPO officials, in their turn, due to dishonest attitude to the services provided and improper performance of their duties did not properly study the protocols-reports of the acceptance and transfer of the services provided, as a result of which the LLC fraudulently stole the extra amount of money transferred to the company - about 3 million 155 thousand AMD.
In addition, the director of the said NPO, using his official powers against the interests of the service, though 50 thousand gaiter-tree shrubs had already been purchased by the organization at 200 AMD per shrub, in April this year issued an order to purchase another 50 thousand gaiter-tree shrubs without a price offer. Then another limited liability company offered 400 AMD per shrub as the winner of the tender, after which the director of the NPO, ignoring the objections of the chairman of the tender commission to buy the same product cheap at twice the price, orally gave an order to sign a purchase and sale agreement. Gaiter-tree shrubs were bought twice as expensive: at 400 AMD per shrub, and the remaining 30 thousand shrubs, as a result of further negotiations, were purchased at 200 AMD per shrub.
At the same time, within the framework of various tenders announced by the NPO, the director of the organization, for the same reasons, orally gave instructions to the members of the commission in tender proposals to include about 10 species of other seedlings in the pre-prepared list of plants for the community's greening.
As a result, various types of expensive seedlings were purchased in the amount of 11 million 915 thousand AMD, but only a part of them was used for the needs of the community, and the remaining seedlings in the amount of 3 million 640 thousand AMD were never used.
Due to the illegal actions of the organization, an especially large-scale damage in the amount of about 7 million 640 thousand AMD was caused to the State.
A criminal case was initiated in the Department for Combating Corruption and Economic offences of the General Department of Criminal Police of the RA Police, which was sent to the Investigative Committee.
