Damage to the State in the amount of about 126 million 334 thousand AMD: another disclosure by Police

In the course of preparing materials, undertaken on the basis of information received by the Department for Combating Corruption and Economic offences of the General Department of Criminal Police, factual data have been acquired that the Logistic Center CJSC under the Ministry of Industry and Trade of the Republic of Armenia was included into the list of companies subject to privatization envisaged by the RA Law “On the State Property Privatization Program for 2001-2003 ”.
In 2013, authorized officials of the State Property Management Department, out of their interest in alienating the Logistic Center company to another limited liability company, as well as other interests, with the intention to use their official powers against the interests of the service in favor of the said company, they instructed the “State Property Inventory and Appraisal Agency” to assess the real estate of the company, during which the competent officials of the agency, based on group interests in carrying out the verbal instructions of the Leadership to carry out the appraisal of the alienated property in the total amount of 200 million 537 thousand AMD, also abused their official powers, and without conducting actual surveys on objects of movable property of the company, using an ineffective method of property valuation, including inaccurate information about physical wear and tear and the value of the property being assesses, made and approved false reports on the assessment of the considered company, as well as final and other acts approved in June 2013 by the Director General of State Property Inventory and Appraisal Agency.
As a result of these illegal actions, the value of reproduction of objects of property of CJSC "Logistic-Center", amounting to 326 million 871 thousand AMD, was artificially lowered by about 126 million 334 thousand AMD, and the market value was estimated at only 200 million 537 thousand AMD, and in August 2013, by the decision of the Government, they were alienated by direct sale, at a price reduced by 30%, for 140 million AMD, as a result of which the State suffered particularly large material damage - about 126 million 334 thousand AMD.
In connection with these facts, a criminal case was initiated in the General Department of Criminal Police, which was sent to the Investigative Committee.
